help!! movie from late 70's or early 80's

i might be confusing a couple films but what i remember is one scene where there is a two room holding cell and rival schools or gangs on each side. they end up banning together and kicking the wall separating them and breaking a huge hole in it, then the guards come in hearing the noise and somehow they get the better of them and get the keys and get out.   the next scene i remember is the hero of the movie running at night through a field and getting attacked by 4 or 5 dogs and of course he uses kung fu to dispatch of them!    and the last part i remember is the final fight where the hero is shirtless and they are fighting in some typical desert like area with some cliff walls and while fighting the two opponents jump like 50 feet straight up on the cliff wall a couple of times. for some reason i remember the main actor being american (could be wrong) with long black hair kinda like early jackie chan.  any help would be highly appriciated, ive been tryin to find this for years now.
