Unsure about film name

Does anyone remember the name of a 90's martial arts film, I'll attempt to describe it! Can't remember a huge amount about the content other than it being set in a type of cage, a wall surrounded it then fencing on top - entrants were forced to compete and some had weapons. The key scene I remember is some guy who had knives tied into his hair (he used this as a weapon) running up a wall to attempt to back flip and getting decapitated by a guy with a sword!
